The International Maritime Organization (IMO) has voted to adjourn its extraordinary session of the Marine Environment Protection Committee (MEPC ES.2), which was convened from 14–17 October to deliberate on the adoption of the draft IMO Net-Zero Framework.

It was a landmark regulation under MARPOL Annex VI aimed at reducing greenhouse gas emissions from global shipping.

The session will reconvene in October 2026, allowing IMO Member States more time to negotiate and reach consensus on key elements of the framework, which includes a global fuel standard and a greenhouse gas (GHG) emissions pricing mechanism.

Despite the adjournment, work on decarbonisation guidelines will continue.

The Intersessional Working Group on the Reduction of GHG Emissions from Ships, scheduled for 20–24 October 2025, will proceed as planned to refine the technical and operational guidelines for implementing the Net-Zero Framework.

Approved earlier this year at MEPC 83 (April 2025), the IMO’s Net-Zero Framework represents a pivotal step toward aligning the maritime industry with the 2023 IMO GHG Strategy, which targets net-zero emissions by or around 2050.

The delay underscores the complexity of global maritime decarbonisation, balancing environmental urgency with economic and technological realities.

Member States are expected to use the coming year to bridge divides over cost-sharing, implementation timelines, and market-based measures.

With shipping accounting for nearly 3% of global CO₂ emissions, the outcome of these talks will be crucial to ensuring that the sector plays its part in achieving the world’s climate goals.
